After the watercolor base is dry I lay white prismacolor pencil down to create a wax build up on the paper surface. This makes the pencils blend much better.
As you go down you can see that I just keep developing the drawing, laying down color and blending it.
I blend with paper towels and a blending stump, google it if you don't know what that is.
The picture on the right is a picture I found in a magazine and I wanted to use that as a reference for the skin color. I like the browns and greens in it. I use photography a lot for inspiration.

Okay, so two questions. How do you keep a thin brown line around parts of the body to define shape? Is it there first and you cover it or do you draw it after the fact?
What is water color base exactly? Just straight up water color or an actual base? And why did you lay it down on the part to be covered by colored pencil?

I'm going to MSU for Illustration, any help you give will be much appreciated! :)

Its the first thing I draw on there. Whenever I cover it up I redraw it so its always there

Because its colored pencils its going to be transparent, to a certain degree. By adding a color base (in this case watercolor) your colors will be richer and you wont have to work as hard to cover the selected area. This is not uncommon for any other mediums.
You do a colored ground for oils, acrylics, pastel, pretty much anything.
This is why artist will used toned paper, its the same concept.
Yell at your painting teachers if they are not teaching you this, ha
